Ukrainian President Volodymyr Zelenskyy said on Friday that a planned mission by the International Atomic Energy Agency to the Zaporizhzhia nuclear plant could re-establish the station's security.
But Zelenskyy also warned of what he called "radiation blackmail," appearing to speak of shelling at the Russian-controlled facility which Kyiv and Moscow have blamed each other for, saying the summer may be "one of the most tragic of all time" in the history of Europe.

"In no rule-book in any station in the world there is a procedure in case some terrorist state turns a nuclear power plant into a target," he said.

On Thursday, Zelenskyy said he agreed on the parametres of the IAEA's mission during a meeting with UN secretary-general Antonio Guterres and Turkish President Tayyip Erdogan. French President Emmanuel Macron's office also said Friday that Russian President Vladimir Putin had agreed to send a mission of IAEA experts to the site.
