Canadian Prime Minister Justin Trudeau spoke to reporters after the government was cleared for invoking the Emergencies Act for the first time in Canadian history during the so-called “Freedom Convoy” protests in Ottawa last year.

He said the federal government “didn’t want” to invoke the act but it got to a point where there was "no other choice", adding that the government will respond in the next year to the recommendations in the report.

"It's a measure of last resort, but the risk to personal safety, the risk to livelihoods and equally the risk of people losing faith in the rule of law that upholds our society and our freedoms," he said.

In the over 2,000-page report, Justice Rouleau called the “Freedom Convoy” a “singular moment in history” exacerbated by the COVID-19 pandemic, as well as online misinformation and disinformation.

While there was failure in policing, Rouleau said the ‘Freedom Convoy” protests and response can also be seen as a “failure of federalism.”
