Why was Trudeau's use of Emergencies Act justified during convoy protests?

Justice Paul Rouleau, who led the independent public inquiry into the so-called “Freedom Convoy” and the federal government’s use of emergency powers, announced the Trudeau government's use of the Emergencies Act in Ottawa last year were justified, on Friday.

This came after Minister of Emergency Preparedness Bill Blair tabled the report in the House of Commons.

Rouleau said while the occupation in the nation's capital began peacefully, it escalated and became unlawful, to which he deemed was a threat to Canada's security.
