The Canadian government announced Monday its plans to scrap the country's COVID-19 vaccine mandate at the border including mandatory vaccinations, testing and quarantine of international air travellers.

Health Minister Jean-Yves Duclos said this includes the requirement to submit information to ArriveCAN app.

Transport Minister Omar Alghabra said the requirement for passengers to wear masks on planes or trains would also become optional. He said it is still encouraged to wear a mask.

The changes will take effect Oct. 1.

Health Minister Jean-Yves Duclos, Public Safety Minister Marco Mendicino and Transport Minister Omar Alghabra was joined by Treasury Board President Mona Fortier and Intergovernmental Affairs and Infrastructure Minister Dominic LeBlanc for an update Monday on the country's COVID-19 border rules.

Until now, foreign nationals were typically not allowed to travel to Canada unless they had completed a primary series of an approved COVID-19 vaccine, unless they qualified for an exception. The current border measures were set to expire on Sept. 30 after being extended in late June.

At that time, the government lifted the vaccine requirement for domestic and outbound travellers but kept it for inbound travellers. Unvaccinated travellers were still subject to random testing and quarantine requirements.
