President Joe Biden called on the U.S. “to develop and dominate the products and technologies of the future,” including a specific proposal for the National Institutes of Health to create an Advanced Research Projects Agency “to prevent, detect, and treat diseases” including Alzheimer’s and cancer. Biden, who lost his eldest son, Beau, to brain cancer, said he knew of “nothing that is more bipartisan” than developing treatments for disease, adding, “Let’s end cancer as we know it. It’s within our power.” For the first time since taking office, Biden delivered remarks to a joint session of Congress on Wednesday, April 28, 2021. Normally the full House and Senate and most of the president’s Cabinet would be in attendance, but because of COVID-19 restrictions, attendance was limited to roughly 200 people.
