Lt.-Gen. Jennie Carignan, Dr. Leah West testify about misconduct in the Canadian military

The Canadian House of Commons Status of Women committee heard from witnesses Tuesday including Lt.-Gen. Jennie Carignan, newly in charge of the Canadian military's interim efforts to address a culture of sexual misconduct, and Dr. Leah West.

West is one of the prominent voices sharing her experience with military sexual misconduct in recent months, amid what experts call an institutional crisis for the military as investigations into high-level misconduct allegations continue.

West said Tuesday that she “powerfully believes” in the Canadian Armed Forces’ capacity to change.

An investigation is currently underway into allegations of misconduct levied against Gen. Jonathan Vance, former chief of the defence staff, as well as a separate allegation against his successor, Adm. Art McDonald.
