Mr Lukashenko was last seen in public on 9 May at Victory Day events. In a video posted on Telegram by state outlet Pul Pervogo, the Belarusian president sounds breathless as he addresses military colleagues. An image was also released appearing to show Mr Lukashenko wearing a bandage on his hand.
