Anand pledges "ambitious" military culture reform to address sexual misconduct in ranks | FULL

Defence Minister Anita Anand provided an update to Canadians Tuesday on the military’s efforts to address sexual misconduct in the ranks.

Anand said that part of the roadmap to address the 48 recommendations on reforming the Canadian Armed Forces includes moving criminal sex offence cases to civilian courts. Anand said she'd directed officials to present options on how offences can be prosecuted in courts while addressing challenges such as the capacity of civilian police to investigate historical cases and those outside of Canada.

The update is in direct response to a scathing report released by retired Supreme Court justice Louise Arbour earlier this year, which laid out dozens of recommendations for addressing inappropriate and criminal sexual behaviour in the military.

Anand also addressed concerns over a lack of timeframes on some of the responses to recommendations in the Arbour report, saying "this time it is different" and her department has a "roadmap for progress" with updates to be provided to the public, stakeholders and media.

The review was formally launched a year before that — in May 2021 — in response to exclusive reporting by Global News into allegations of sexual misconduct in the highest ranks of the Canadian Armed Forces.
