Defence Minister Anita Anand said Monday that she had appointed Jocelyne Therrien as external monitor to oversee the implementation of recommendations laid out in the report by former Supreme Court Justice Louise Arbour on reshaping the culture within the Canadian Armed Forces. She said the monitor had "hit the ground running" and would be meeting with the Chief of Defence Staff this week.
It comes as the military also faces a staffing shortage, with some raising concerns the lack of culture change is part of the cause. In a report released by former Supreme Court Justice Louise Arbour last May, the CAF was seen as an insular institution stuck in the past and cited an "archaic and deeply damaging organizational culture."
