Texas shooting: Gunman could have been 'neutralised' by police in three minutes

Officials in Texas say police could have ended a fatal school shooting in Texas within three minutes of the attacker entering the building.

It took over one hour for police to go into a classroom after the commander outside the school put "the lives of officers before the lives of children", according to Texas's public safety boss.

Nineteen children died alongside two teachers at the Robb Elementary School in Uvalde last month.
