Provinces are struggling to decide what to do with doses of AstraZeneca's COVID-19 vaccine, after injections were halted last week over safety and supply concerns.
Thousands of doses are set to expire in the coming months and federal officials on Thursday said those who want to get it as their second shot should be able to do so, but there is uncertainty to how it would unfold.
