Here's a first-person account of the situation in Uttarakhand's Chamoli where a sudden flood after a glacier broke off in the upper reaches of the state led to disaster downstream. The first visuals of the NTPC hydro power plant were of unbelievable devastation. The 520 megawatt project was in shambles.
