Two years ago, nearly a million Syrians were forced to flee their homes in northern Hama and southern Idlib during a military assault by government and Russian forces.
Human rights groups say 44,000 hectares (108,726 acres) of agricultural land have been unlawfully seized since the government captured Hama and Idlib from the opposition.
The government has placed many refugees and internally displaced people on a list of what it calls terrorists to justify the land grabs in a move rights groups describe as systematic repression.
