The Syrian government says it will allow aid deliveries to rebel-held areas outside of its control.
That's in cooperation with the United Nations and humanitarian organisations including the ICRC and the Syrian Red Crescent.
Assad's government is calling for the lifting of Western sanctions to allow access to humanitarian assistance.
