Thousands of Toronto homeowners may be getting tax bills under the city’s vacant home tax program even though they still live there.

Meanwhile, many frustrated Toronto homeowners made their way to city hall on Thursday to dispute the charge.

"First I thought it was a scam, then I read, and it's real," one homeowner told Global News.
