Newly released internal emails are offering a glimpse into the chaos behind Toronto’s vacant home tax rollout, with some staff describing that it felt like they were “drowning.”

More than 160,000 residents received notices they owed the city money because their homes were deemed vacant, despite the fact that the vast majority were lived in. In 2023, just 11,000 properties were identified as occupied.

The emails, obtained by Global News under the Municipal Freedom of Information and Protection of Privacy Act, show how public servants and city councillors struggled to respond to thousands of complaints and to find reliable information.
