Vladimir Putin says a peace deal between Armenia and Azerbaijan could have been reached weeks ago. The truce is widely seen as a capitulation in Armenia, triggering protests and demands for the prime minister to quit. In Azerbaijan, the mood is different: Baku has kept its military gains and this month will receive three other districts in the disputed Karabakh region. Meanwhile, refugees continue to return to Karabakh under the protection of Russian peacekeepers.
