Moscow insists West and Ukraine plotting “dirty bomb” scenario to smear Russia

Speaking in Moscow on Monday, Russia's defence ministry claimed that Ukraine is plotting the detonation of a so-called "dirty bomb" or a low-yield nuclear device.

General Igor Kirillov, the commander-in-charge of Russia's nuclear, biological and chemical defence, said that the purpose of such a provocation was to accuse Russia of using weapons of mass destruction in “the Ukrainian theatre of war." He added that the government in Kyiv wanted to "terrify the local population, to increase the exodus of refugees [to Europe] and present the Russian Federation as a nuclear terrorist."

Separately, Ukrainian President Volodymyr Zelenskyy said that his country was "breaking down" the Russian army, while adding that the coming winter would be the most difficult in the country's history. "From now on Russia will only be a side that asks," Zelenskyy said. "Russian potential is wasted on this madness, on the war against our state and the entire free world."

The United States and other Western countries have accused Russian President Vladimir Putin of plotting to escalate action in Ukraine based on a pretext that Moscow believes Kyiv will use a "dirty bomb," a device laced with nuclear material. U.S. State Department spokesperson Ned Price said that there would be consequences for Russia if it uses a so-called "dirty bomb" or any other nuclear weapon, and that it would be "another example of President Putin's brutality."
