Canada's military ombudsman Gregory Lick offered a scathing assessment of Ottawa's handling of sexual misconduct in the military.

Lick said internal mechanisms meant to support victims of misconduct have gone from "broken" to "collapsed".

He also demanded that his office gets more independence from the government because "vested political interests" complicate his ability to do his work.

As Mercedes Stephenson reports, Prime Minister Justin Trudeau is still making promises to bring change without any specifics, as critics say they are still not good enough.
