Morris Rosenberg, the former CEO of the Pierre Elliott Trudeau foundation, defended his decision to accept $140,000 in donations from a Chinese billionaire and a Chinese businessman with ties to Beijing while he headed up the organization.

“We had no malevolent intent,” he told the Privacy and Ethics Committee Tuesday, adding that the foundation believed it was acting in accordance with the law.

Rosenberg said he believed the donation should be seen in the context of 2016 when it was made. He said at that time, governments, universities and corporations were “attempting to strengthen ties to China.”

Rosenberg drew criticism from Conservative MPs during his testimony, who accused him of being “willfully blind” and at one point said they “didn’t believe” his testimony.

The former Trudeau Foundation CEO said it was believed at the time that increased economic cooperation with China would make it more democratic but admitted “we were wrong.”
