Transport Minister Omar Alghabra said on Friday that beginning Oct. 30, passengers aged 12 and older must be fully vaccinated against COVID-19 in order to board domestic, trans-border or international flights departing from Canada, as well as Via Rail and Rocky Mountaineer trains.

“There will be few exceptions for emergencies and special accommodation for designated and remote communities,” Alghabra said.

Alghabra also said there will also be a grace period for unvaccinated foreign nationals who entered Canada before Oct. 30. They will have until Feb. 28 to board a plane leaving Canada with a negative COVID-19 test, he stated.

In addition, unvaccinated Canadians will also be able to present a negative test but only until Nov. 29, after which point they will be unable to board unless they've received two doses of a vaccine.
