Canada's visa processing system facing controversy as Ukrainian refugees continue to face delays

Getting Ukrainian refugees to Canada has magnified long-standing problems with how the country processes visas.

Those applying for Canadian visas say they've faced lengthy delays, ill-informed staff and a dysfunctional booking portal. For more than a decade, Ottawa has been outsourcing its visa application process from a few centres in India in 2007 to today, with more than 160 processing centres in more than 100 countries around the world, run by a for-profit company.

As David Akin explains, this shift to a privatized service and the subsequent issues has led to calls for the federal government to find a better solution at home in Canada, but Ottawa may be going in the opposite direction.
