Justice Minister David Lametti outlined the amendments being made to Canada’s criminal code as part of new bail reform legislation he announced Tuesday.

Lametti said the legislation would create a new reverse onus for repeat violent offenders involving weapons, add specific firearms offences to an existing reverse onus, and strengthen the reverse onus addressing intimate partner violence.

It also directs the courts to consider an accused person’s history of violent convictions when deciding bail, he said.

Lametti said he hoped it “threaded the needle” to avoid disproportionate impacts on certain overrepresented groups in the justice system or clogging up the bail system.
