Canada's Public Health Agency was left scrambling when the pandemic hit, with concerns mounting about staffing and supplies, including the amount of personal protective equipment that was available.
A lack of emergency preparedness, broken communication and an already overwhelmed health-care system led to a reactive rather than proactive approach to COVID-19.
Now, 20 months in, the question remains: have we learned anything from the mistakes? And do the major federal parties plans offer protection from future outbreaks? Jamie Mauracher reports.
