Russia says it is unacceptable for ships carrying grain to pass through a Black Sea corridor, and it will not guarantee the safety of the vessels.
It comes days after Moscow suspended participation in a Turkish and United Nations-brokered deal.
But 12 ships loaded with more than 350,000 tonnes of grain still left Ukraine's Black Sea ports on Monday.
It is the most grain moved in a single day since July.
