A polar vortex has plunged much of Western Canada into a deep freeze, and in Toronto, a bitter cold snap has people breaking out the thermal wear or hunkering down altogether.

But, for vulnerable people most at risk, such as those experiencing homelessness, the frigid temperatures can be dangerous.
