Labour's Shadow Employment Minister Alison McGovern welcomed the London mayor's announcement of an expanded scrappage scheme ahead of the controversial ULEZ expansion.

Ms McGovern said it "shows that the mayor is listening" and that leaders have "got to take people with you".
