Toronto 911 operator says 'people are being hurt' by long wait times

Internal documents obtained by CBC News show that 911 wait times of more than two minutes are common in Toronto. Reports, emails and snapshots of the city's 911 call queue paint a picture of an emergency service struggling to retain staff.
