Leaders of the Shanghai Cooperation Organisation (SCO) have called on the international community to step up efforts to fight extremism.
The focus is also on helping Afghanistan and tackling food and energy shortages.
But the organisation formed in 2001 to counter growing Western influence in Eurasia has failed to overcome growing divide among its members.
