Rogers Communications executives and the federal minister of innovation, science and industry, François-Philippe Champagne, appeared before a House of Commons standing committee on industry and technology Monday on the Rogers outage that lasted more than 15 hours and left millions of Canadians in a communications blackout.

The July 8 outage affected Rogers mobile and internet users, knocked out ATMs, shut down the Interac payments system and prevented calls to 911 services in some Canadian cities.

Champagne testified that he convened a meeting with the heads of all the major technology companies in Canada demanding they enter a binding agreement to improve network resiliency and reliability.

Rogers CEO Tony Staffieri explained to the committee the company is planning to spend at least $250 million to create an “always on” network that would guard against future outages.

As well, Rogers' Chief Technology and Information Officer Ron McKenzie explained the technical details of the outage and the differences between the outage the company experienced in 2021.
