The federal government has demanded Canada's major telecommunications companies to come up with a contingency plan within the next two months, following a massive outage that impacted Rogers customers this past Friday.

It's being billed as a safety net, and must cover emergency roaming and must outline how telecom companies will work together to keep access to emergency services running. But some technology experts say the analysts are questioning the approach, given it's the second major Rogers outage in the past 15 months. The Canadian Radio-television and Telecommunications Commission (CRTC) is also conducting its own investigation into the root cause of the outage.

As Anne Gaviola reports, analysts say allowing Rogers to get help from other companies won't address the issues within its systems and this collaboration may only be a "band-aid solution."
