The head of Rogers Communications says "the vast majority" of customers are back online after Friday's massive mobile and internet services outage.

Industry Minister Francois-Philippe Champagne has told all telecom companies to reach agreements within 60 days on emergency roaming and helping each other out during outages to better inform Canadians and authorities during such emergencies. Ottawa has also announced the CRTC, the industry regulator, will investigate what happened.

But as Anne Gaviola explains, questions remain about why this happened and where it leaves consumers who don't have many alternatives.
