Russia is accusing the Ukrainian armed forces of shelling a residential area in the city of Belgorod, with its governor, Vyacheslav Gladkov, saying an apartment had been struck, but there was information on deaths or casualties.

Mayor Anton Ivanov confirmed a multi-storey residential building had been hit "by an unknown object after air defences were activated." He said response teams were going door-to-door to evacuate residents.

One resident said she heard loud explosions, but found her balcony had collapsed when she went to look.

"I said, 'we must get out of here. We must get out fast," the resident, who did not wish to be named, told reporters.

A Kyiv official later said a stray Russian missile was to blame.
