Ontario's auditor general, Bonnie Lysyk, released her second special report into the province's COVID-19 response and said that her office found years of ignoring systemic concerns in the long-term care sector impacted how government staff were able to respond to the COVID-19 pandemic, saying neither the ministry not the long-term care sector were "sufficiently positioned, prepared or equipped to respond ot the issues created by the pandemic."

Lysyk also outlined that facilities have had insufficient staff and staff training for personal support workers, specifically in responding to the increasing complexity in health care needs for residents.
As well, a March directive restricting family members who acted as caregivers in an effort to control COVID-19 outbreaks eliminated a "valuable source of resident care providers."

Lysyk made 16 recommendations aimed at strengthening how long-term care homes and the government could better respond to the issues emphasized during the pandemic.
