The man at the pinnacle of public service in Britain, Simon Case, who doubles up as cabinet secretary, has been embarrassed by the leak of WhatsApp messages from the pandemic which showed him having banter with former health secretary Matt Hancock about hotel quarantine, and criticising other ministers.
He was at some of the infamous Downing Street lockdown parties, and stepped aside from his role leading an inquiry into them, though he wasn't fined.
