United Nations Secretary-General Antonio Guterres warned Friday, during a meeting of the Security Council (UNSC), that Gaza is at a “breaking point” as a result of Israel’s conflict with Hamas.

He warned that the “total collapse” of the humanitarian support system in the besieged enclave could “be devastating for the entire region.”

Guterres, in a rare move earlier this week, invoked Article 99, which was last used over a century ago and states that the secretary-general may inform the council of any matter he believes “may threaten the maintenance of international peace and security.”

A Security Council vote on a resolution drafted by the United Arab Emirates was delayed several hours until after Antony Blinken meets in Washington with ministers from Egypt, Jordan, Qatar, Saudi Arabia, The Palestinian Authority and Jordan.

The United States told the UNSC Friday that it does not support the demand for an immediate humanitarian ceasefire.
