COP28: Draft deal slammed for dropping call to "phase out" fossil fuels

With just one day left of the United Nations (UN) COP28 climate summit, the halting of oil and gas production dominated discussions after a draft of a new agreement quietly omitted a previous version’s proposal to “phase out” fossil fuels.

In the updated Monday draft, the United Arab Emirates' (UAE) summit president proposed various options to help reduce greenhouse gas emissions. However, the document did not refer directly to a phase out of fossil fuels — an initiative at least 80 countries were already in favour of. Instead, world leaders were given eight options that "could" be used to help “achieve net zero by, before, or around 2050."

With the last-minute adjustment, COP28 President Sultan al-Jaber has urged the nearly 200 countries involved to redouble their efforts to finalize a deal ahead of the summit’s scheduled close.

The omission of language has already set the stage for a final round of contentious negotiations in Dubai on Tuesday — leaving world climate leaders vocal in their division regarding the place of fossil fuels in a climate-friendly future.
