Capitol riot: Police "overwhelmed and stunned" by Jan. 6 riot, Congress hears | HIGHLIGHTS

U.S. Capitol Police inspector general Michael Bolton testified on Monday about concerns he had over counter-surveillance, preparedness and communication issues in reference to the Jan. 6 Capitol riot, including telling lawmakers he would venture to agree with the idea that officers were "overwhelmed and stunned" by the complexity and magnitude of the attack.

He also spoke about pipe bombs that had been found on Jan. 6 near the headquarters of both the Republican and Democratic parties, saying three teams from the Intelligence Operations Section of the police force went to investigate, with only one team remaining to cover the Capitol complex.

"If those pipe bombs were intended to be a diversion, it worked," Bolton told lawmakers.

Bolton also responded to his report recommending changing the Capitol Police into more of a protective service, saying he believed the force was capable to make that shift, but stressed if they don't have the infrastructure and training, it would not be successful.
