California storms: Biden tours devastated state, says rebuilding will "take years" | FULL

U.S. President Joe Biden spoke Thursday in Santa Clara County, Calif. after touring some of the devastated areas from the recent storms that have pummeled large portions of the state.

Some parts of California received "more rainfall in a single day than they get in a whole year," Biden said. "Drenching rain, powerful winds, floods, landslides -- but you don't feel it until you walk the streets," the president added.

Biden said that during the peak of the storms, about 200,000 people lost power to their homes, but that it's less than 5,000 now. And nearly 150,000 were under evacuation orders compared to 1,400 that are currently under those orders while less than 300 remain in shelters.

"It's going to take years to rebuild -- got to rebuild better," Biden said adding that he signed a federal order on Wednesday in which the government will cover 100 per cent of the costs to remove debris.
