A potent Pacific storm pounded Southern California with heavy rain on Thursday, bringing flash flooding to the coastal city of Santa Barbara.
"Happened last year, same thing, only the lake is bigger this year," local resident Kiki Foote said.
A local fire official said surveys were being conducted to determine where to dispatch public works and law enforcement vehicles.
The National Weather Service said that at one point, rainfall rates were exceeding 7.6 cm per hour in Ventura County northwest of Los Angeles, though the rain eased somewhat later in the day. Forecasters said the storm would continue to bring rainfall and thunderstorms to southern parts of the state and to Arizona on Friday.
