Shortly after Russia's full-scale invasion of Ukraine in 2022, Canada issued a slew of sanctions, freezing the assets of alleged Russian oligarchs.

Nine people have since been removed from the list, and billionaire Igor Makarov is also trying to get dropped.

But as Jeff Semple reports, Makarov's plan may have backfired.
