Biden accuses Russia of violating UN Charter amid Putin’s order to mobilize more troops

Speaking at the United Nations General Assembly (UNGA) in New York on Wednesday, U.S. President Joe Biden slammed Russian President Vladimir Putin for starting an unprovoked war in Ukraine, accusing Russia of violating the core tenets of United Nations (UN) membership and warning that Moscow was making threats to use nuclear weapons.

“A war chosen by one man, to be very blunt. Let us speak plainly. A permanent member of the United Nations Security Council invaded its neighbour, attempted to erase a sovereign state from the map. Russia has shamelessly violated the core tenets of the United Nations Charter,” Biden said.

Earlier on Wednesday, Putin ordered a Russian mobilization to fight in Ukraine and made a thinly veiled threat to use nuclear weapons, in what NATO called a "reckless" act of desperation in the face of a looming Russian defeat. It's the first mobilization in Russia since World War II, and it comes amid major battlefield losses for the Kremlin's forces in recent weeks.

“This war, it’s about extinguishing Ukraine’s right to exist as a state, plain and simple. Ukraine’s right to exist as a people. Whoever you are, wherever you live, whatever you believe — that should make your blood run cold. That’s why 141 nations in the General Assembly came together to unequivocally condemn Russia’s war in Ukraine,” Biden said.
