Global Affairs Canada has no sense of whether development aid meant to help women and girls abroad is actually advancing gender equality, Auditor general Karen Hogan said Monday after tabling a report in Parliament earlier that morning.
Hogan found Ottawa does not track whether an annual $3.5 billion in bilateral aid is actually meeting the goals of Canada's Feminist International Assistance Policy, and noted that aid for Africa has been diverted to Ukraine.
“The department was unable to show us how the money invested actually was improving the lives of women and girls,” Hogan said.
She pointed to “significant weaknesses” in their information management systems and said the government was not adequately tracking long-term indicators of progress.
She pointed to an example where the government had helped build washrooms and hand-washing stations for girls in schools. However, while they were able to report the number of washrooms that had been built, they were unable to confirm how or if the washrooms had helped improve girls' attendance at those schools.
