There have been days of protests in Amhara against government plans to merge the region's forces into the national army and police.
Ethiopia has not recovered from war in Tigray that ended last year.
Amhara forces fought Tigrayan rebels alongside the national army.
But since that two-year war ended, leaders in Amhara say their people face violence in the neighbouring Oromia region.
