He's signed an executive order threatening new sanctions against the Ethiopian and Eritrean governments, leaders of Ethiopia's Amhara region, and the Tigray People's Liberation Front.
While Tigrayan rebels welcomed the announcement, Ethiopia's Prime Minister accused the West of chastising his government.
