What led Canada to have 'high degree of confidence' in cause of Gaza hospital blast?

Ottawa has a 'high degree of confidence' that Israel did not strike the al-Ahli Hospital in Gaza City on Tuesday after an independent review by the Canadian military, Defence Minister Bill Blair said Saturday. Christian Leuprecht, a political science professor at the Royal Military College of Canada and Queen's University, discusses how officials came to this conclusion.
