The top UN official in Bosnia and Herzegovina says the peace deal that ended the war 26 years ago is under threat.
A Bosnian Serb leader Milorad Dodik has announced plans to establish a separate army within the country.
That violates the 1995 Dayton peace agreement, which ended the three-and-a-half-year conflict.
