U.K. Prime Minister Boris Johnson laid out a five-point plan on how the government would lift COVID-19 restrictions starting on July 19, though a final decision on whether they would proceed on that date would come July 12.

Among the changes would include a lifting of the mask mandate in indoor public spaces, shifting legal sanctions to an individual "informed decision" model, giving people the ability to make their own choices, though some businesses and transit operators may still require them. The masks will also still be recommended in some enclosed spaces. People will also no longer have to keep at least one metre, or three feet, apart under the social distancing guidance. July 19 has been dubbed "Freedom Day" by Britain's populist press due to the change to a more personal choice guidance than legal.

"This pandemic is far from over," Johnson still stressed, saying that people would need to learn to live with COVID and "reconcile ourselves, sadly, to more deaths from COVID."

While health officials say Britain's vaccination program has weakened the link between infections and deaths, it has not severed it entirely. Johnson acknowledged that infections, hospitalizations and deaths will all rise once remaining restrictions are lifted.
