Former leader Boris Johnson has returned from holiday as speculation grows about his intentions.
His former Chancellor Rishi Sunak is also silent about his plans.
But both reportedly have the support of 100 MPs, which is needed to enter the race.
Cabinet minister Penny Mordaunt declared her candidacy on Friday.
