Brownsville, Texas Police Chief Felix Sauceda said on Monday that the vehicle which hit multiple migrants waiting at a bus stop outside a shelter on Sunday had ran a red light and lost control before it struck multiple people.

Eight people died as a result, with at least another 10 injured.

However, asked if they had ruled it out as intentional, he said they were still investigating. Sauceda also said that the driver of the vehicle attempted to flee the scene after the incident but was "held down" by several individuals at the scene and later taken into custody.

He said it was determined the man had an "extensive wrap sheet" and has been formally charged with eight counts of manslaughter and 10 counts of aggravated assault.

Shelter director Victor Maldonado said the SUV ran up the curb, flipped and continued moving for about 200 feet (60 metres). With no bench at the unmarked city bus stop, some of the victims were sitting on the curb around 8:30 a.m., when the driver hit them, surveillance video from the Bishop Enrique San Pedro Ozanam Center showed.

Some people walking on the sidewalk about 30 feet (nine metres) from the main group were also hit, Maldonado said. Investigator Martin Sandoval said police did not know whether the collision was intentional.
